Petitions and Complaints
How to submit a petition
Congress can accept petitions from citizens, and the petitions must be submitted in writing and there must be at least one introductory member.
You can fill out the submission form [a petition introduction opinion (one original, one copy)] and submit it directly to the parliamentary secretariat or through a referral member. However, if the content of the petition interferes with the trial or violates the law, it will not be accepted.
Petition processing procedure

- With the introduction of a member, the purpose and reason of the petition shall be specified in the petition
- The repair of a petition
- Non-acceptance of a petition: content that interferes with the trial or violates the law
- Referral to the competent committee and review
- Adopted after a review resolution of the plenary session
- Transfer of a petition
- A petition deemed reasonable by the Mayor of Gwangju shall be transferred to the Mayor of Gwangju attached with a written opinion
- Processing report and notification
- The Mayor of Gwangju handles the petition and reports the results to the Council, and the Council notifies the petitioner of the results
What is a petition?
A petition is a generic term for petitions, suggestions, petitions, inquiries, appeals, etc. submitted by the petitioner to the Speaker of the Council, the Chairman of the Standing Committee, and the members of the Council.
Complaints do not require specific requirements or specific forms. You are free to fill out and submit so that you can accurately grasp what you want to convey. The Congress is accepting complaints in a variety of ways so that citizens can easily submit complaints.

- Matters interfering in a trial
- Desecration of the head of state
- Disrespect of the Speaker of the Council and Members of the Council
- A written petition submitted after the same person has submitted two or more petitions with the same content
- The address, name, and content of the petition of the petitioner (in the case of multiple persons, its representative) are not clear
